It doesn't help that there's only one complete story with Victoria in existence, the others having been destroyed by the BBC, but here's a brief explanation: she's from 1867, and so she was raised to be delicate, ladylike, sweet and naïve, which you'll agree fit better with the more aethereal description of Spirit but also make her the complete opposite of Donna, who is fiery, loud and kickass.
You know, now that I think about it, Fire would be a good word to define Donna, even if it doesn't relate to a human element like Heart, Head or Spirit.
